Innsbrook Office Space for Lease: A 2026 Tenant’s Guide to Glen Allen and the West End Office Market

Innsbrook is the largest suburban office park in the Richmond market and one of the most tenant-friendly places to shop for space right now. Here’s what rents, vacancy, and lease structures look like in Glen Allen, and how to negotiate a better deal.

By Traver Vliem · Updated · 10 min read

Key takeaways

  • Innsbrook totals about 6.06 million SF of office with 13.5% overall vacancy and a $22.98/SF full-service average asking rent, per Cushman & Wakefield | Thalhimer’s Q2 2026 MarketBeat.
  • Innsbrook asks less than the CBD ($25.64/SF) and far less than the West Creek and Route 288 submarkets, while offering free surface parking and direct I-64/I-295 access.
  • Richmond office rents are generally quoted full service, so compare base year, expense stops, and parking before comparing headline rates.
  • Tenant improvement allowances and free rent drive effective rent more than the asking rate; model the whole deal, not the face rent.
  • Innsbrook is shifting from single-use office park to mixed-use district, with apartments, townhomes, and retail being added under Henrico’s urban mixed-use zoning.

If you are looking for Innsbrook office space for lease, you are shopping in the largest suburban office submarket in the Richmond region, and one where tenants hold real leverage. Per Cushman & Wakefield | Thalhimer’s Q2 2026 Richmond Office MarketBeat, Innsbrook contains about 6.06 million SF of office, carried 13.5% overall vacancy, and posted an average full-service asking rent of $22.98/SF ($24.26/SF for Class A).

That means choice and room to negotiate concessions. The catch is that quality varies widely, and the best-located, best-amenitized buildings are not where the vacancy is concentrated. Below: how the Glen Allen office market works, what drives cost beyond the asking rate, and how Innsbrook compares with downtown Richmond and Short Pump.

What is Innsbrook, and why does it matter to office tenants?

Innsbrook is a master-planned corporate center in Glen Allen, in western Henrico County, at the junction of I-64 and I-295. According to Innsbrook’s own history, developer Sidney Gunst Jr. launched it in 1979 at age 28, and by 1999 it had grown to about 23,000 employees across 100 buildings. It remains one of the region’s densest employment centers, with major corporate headquarters, regional offices, and a long tail of professional-services firms.

For tenants, the appeal has always been practical: interstate access, free surface parking, and lower rents than downtown. Streets such as Cox Road, Lake Brook Drive, Innslake Drive, Mayland Drive, and Highwoods Parkway are lined with low- and mid-rise buildings set around lakes and walking trails.

Innsbrook is becoming a mixed-use district

The bigger story is what is being added around the office buildings. Henrico’s Innsbrook Area Study, approved in 2010, recommended redesignating the park for urban mixed use and traditional neighborhood development, the first urban mixed-use rezoning in the park followed in 2012, and in 2016 the county adopted an Innsbrook redevelopment overlay that made mixed-use rezoning easier on smaller sites (more on Innsbrook redevelopment). Since then, apartments and townhomes have been built on former surface lots and open land.

  • Spy Rock Real Estate Group paid $8 million for about 10 acres at 4650 Cox Road, at Sadler Place, from an affiliate of Highwoods Properties, and plans 270 apartments and 61 for-sale townhomes, per BizSense’s June and July 2026 reporting.
  • North End at Innsbrook, a 22-acre site at Nuckols Road and I-295 bought by Massachusetts-based Northland from Highwoods for $23.25 million in 2022, is approved for 600 apartments, 100 condos, a 150-room hotel, and 55,000 SF of retail, per BizSense.
  • Apartment communities inside the park, including Metropolis at Innsbrook, Innsbrook Square, and Innslake Place, have recently changed hands, per BizSense, and a follow-up phase to Metropolis is under construction.

For office tenants, more housing and amenities help recruiting. But some surface parking is being converted to development, so confirm your building’s parking ratio and whether nearby lots are slated for construction during your term.

How much does Innsbrook office space lease for in 2026?

The table below pulls the submarkets most relevant to a Glen Allen or West End search from the Q2 2026 Cushman & Wakefield | Thalhimer MarketBeat. Rents are average full-service asking rates, which include operating expenses and taxes. Treat them as a starting point, not a quote.

A few things stand out. Innsbrook’s vacancy sits above the metro average of 11.1%, and the submarket posted about 120,000 SF of negative net absorption in Q2 2026. At the same time, it logged about 243,000 SF of leasing year to date, the most of any Richmond submarket in the report, and it hosted two of the quarter’s larger deals: McKesson Medical-Surgical’s 119,779 SF renewal at 9954 Mayland Drive and Next Frontier Recovery’s 42,774 SF new lease at 9881 Mayland Drive.

Investors are active too. Newmark’s 1Q26 Richmond Office Market Overview reported that Easterly Government Properties bought the fully leased, three-building Cox Road Portfolio in Innsbrook (300,364 SF) for $44.5 million in January 2026.

Class A vs. Class B office in Glen Allen: which makes sense?

The national “flight to quality” shows up clearly in Richmond. Cushman & Wakefield | Thalhimer reported that suburban Class A product accounted for more than 34.8% of leasing activity over the four quarters ending Q2 2026, and suburban Class A asking rates rose 7.7% year over year while CBD Class A rates stayed effectively flat. Newmark’s Q1 2026 report showed the flip side: Class C buildings absorbed the bulk of the metro’s negative net absorption.

In Innsbrook the Class A premium is modest on paper, with $24.26/SF versus $22.98/SF across all classes in Q2 2026. That narrow gap is part of why so many tenants trade up. But a building’s class label matters less than the specifics:

  • Systems and capital condition. Ask about HVAC age, roof, elevators, and any capital projects planned during your term. Under a full-service lease you may share in those costs.
  • Amenities. Fitness center, conference facilities, food service, and outdoor space help with recruiting. Confirm hours and whether they are included in rent.
  • Parking. Confirm the ratio per 1,000 SF, whether any spaces are reserved, and whether any lot is slated for redevelopment.
  • Ownership. A well-capitalized owner is more likely to fund improvements; a distressed one can mean deferred maintenance.

Well-maintained Class B buildings can be strong value. Dated Class B and C space is where landlords face the most pressure, and where tenants can push hardest on concessions.

Full-service vs. modified gross leases: what am I actually paying?

Most multi-tenant office space in the Richmond market is quoted on a full-service basis, sometimes called full-service gross. Rent includes the building’s operating expenses and real estate taxes, usually subject to a base year. Some buildings, especially smaller and single-tenant properties, quote modified gross (the tenant pays some items such as in-suite electric or janitorial) or triple-net, where the tenant pays its share of taxes, insurance, and common area maintenance on top of base rent (NNN).

Operating-expense pass-throughs

In a full-service lease with a base year, you pay your share of any increase in operating expenses and taxes above the level in that first year. The details decide what that costs you:

  • Gross-up provision. In a partly vacant building, variable expenses should be grossed up to a stabilized occupancy (often 95%) in the base year. Without it, your base year is artificially low and your pass-throughs later spike as the building leases up.
  • Controllable expense caps. Try to cap annual increases in controllable expenses. Taxes, insurance, and utilities are usually excluded from caps.
  • Exclusions. Capital improvements (except those that reduce operating costs), leasing commissions, and costs of other tenants’ build-outs should be excluded.
  • Audit rights. Keep the right to review the landlord’s annual reconciliation and a window to dispute it.

How do TI allowances and free rent work in Innsbrook?

With double-digit vacancy, concessions matter as much as the asking rate, and Newmark’s Q1 2026 outlook noted a continued increase in concessions across Richmond. The two big levers, the tenant improvement (TI) allowance and free rent, both scale with lease term.

A hypothetical: Offer A quotes a lower face rate with no free rent; Offer B quotes $1.00/SF more but adds several months of free rent and a larger TI allowance. Spread across the term, Offer B can easily come out cheaper and spare you funding construction yourself. Always compare net effective rent over the full term.

  • TI allowance. Ask whether it is a turnkey build-out or a dollar-per-SF allowance, whether unused dollars can go to cabling, furniture, or moving costs, and who controls the contractor.
  • Free rent. Clarify whether it is gross (all rent abated) or base-rent only, with operating expenses still due.
  • Second-generation space. Suites left by prior tenants, including furnished sublease space, can cut both your build-out cost and your time to occupancy.
  • Landlord incentives from the county. Henrico’s Henrico Tomorrow initiative has offered office owners renovation matches, design grants, and tax abatements. Some programs had application deadlines; ask whether your building has used or qualifies for any of them.

Is sublease space a good option in Glen Allen?

Sublease space can be a bargain, but there is less of it than a few years ago. Newmark reported that Richmond’s sublease availability rate was 1.8% in Q1 2026, down from a peak of 4.1% in 2021. In Q2 2026, Cushman & Wakefield | Thalhimer counted 73,327 SF of vacant sublease space in Innsbrook, against 742,379 SF of direct vacancy.

Sublease space is usually priced below direct rents and often comes furnished. The tradeoffs: limited ability to modify the space, a term capped at the sublandlord’s expiration, the need for master landlord consent, and rights that depend on the prime lease. Read the prime lease before you commit.

What lease term should an office tenant sign?

Longer terms justify larger TI packages and more free rent; shorter terms keep flexibility but usually mean taking space close to as-is. Whatever the term, negotiate options that let you adjust:

  1. 1Renewal option at a defined rate or a percentage of fair market rent.
  2. 2Expansion rights, such as a right of first offer or refusal on adjacent space.
  3. 3Contraction or early termination option, usually with a fee equal to unamortized TI and commissions.
  4. 4Assignment and subletting rights that do not require consent for affiliate transfers or a sale of the business.
  5. 5Annual escalations, which are negotiable. Compare them across proposals along with the base rate.

How does Innsbrook compare with downtown Richmond and Short Pump?

Most Glen Allen office searches end up comparing three options: Innsbrook and the surrounding Glen Allen corridor, downtown Richmond, and the Short Pump / Far West End area along West Broad Street. Innsbrook’s own website puts the park about three miles from Short Pump Town Center.

Downtown suits firms tied to courts, state government, or a workforce that lives in the city. Innsbrook suits firms whose people commute from the suburbs and value easy parking. Short Pump offers retail amenities with a smaller office inventory. Note that brokerage submarket boundaries do not line up neatly with “Short Pump,” so ask for a map before drawing conclusions. If your team also needs a storefront or showroom, see our guide to Short Pump retail space for lease.

Some notable users are moving out of downtown: Cushman & Wakefield | Thalhimer reported Davenport & Company’s 117,860 SF lease at 2035 Maywill Street in the West End, relocating its headquarters largely for client access.

What should I check before signing an office lease in Innsbrook?

  • Rentable vs. usable SF and the building’s load factor.
  • Base year, gross-up language, expense caps, and audit rights.
  • Parking ratio, reserved spaces, and any planned construction on nearby lots.
  • HVAC after-hours charges and building operating hours.
  • Condition of building systems and any planned capital projects.
  • Landlord’s financial position and lender status.
  • Signage rights and ADA compliance of common areas.
  • Permitted use, especially for medical, lab, or training uses. Confirm zoning with Henrico County Planning, which is the authority on land use.
  • Restoration obligations at the end of the term.

A tenant-side broker surveys the whole market instead of one owner’s portfolio and compares proposals on a net effective basis. With Innsbrook, downtown, and the West End all competing for tenants, that comparison is where savings come from.

Frequently asked questions

What is the average office rent in Innsbrook?

Per Cushman & Wakefield | Thalhimer’s Q2 2026 MarketBeat, Innsbrook’s average full-service asking rent was $22.98/SF across all classes and $24.26/SF for Class A. Individual buildings vary widely, and concessions such as free rent and tenant improvement allowances can lower the effective rent well below the asking rate, so compare proposals on a net effective basis.

Is Innsbrook in Richmond or Glen Allen?

Innsbrook has Glen Allen mailing addresses and sits in western Henrico County, outside the City of Richmond, at the I-64 and I-295 interchange. That means Henrico County, not the City of Richmond, handles zoning, permits, and business licenses, and tax rates differ from the city. Confirm local tax obligations with your accountant.

Are Richmond-area office leases full service or triple net?

Multi-tenant office buildings in the Richmond market are generally quoted full service, meaning rent includes operating expenses and taxes up to a base year, and increases above that are passed through. Some smaller or single-tenant buildings quote modified gross or triple net. Always confirm which structure applies before comparing asking rates between buildings.

How long does it take to lease and move into office space?

For a typical mid-size suite, plan on roughly 9 to 12 months or more from starting your search to moving in. That covers touring, proposals, lease negotiation, space planning, permitting, and construction. Furnished sublease or move-in-ready spec suites can shorten the timeline considerably, while large or complex build-outs take longer.

Is Innsbrook adding apartments and retail?

Yes. The first urban mixed-use rezoning in Innsbrook came in 2012 and Henrico adopted a redevelopment overlay for the park in 2016; apartments and townhomes have since been built on former parking lots and open land. Current projects include Spy Rock’s planned 270 apartments and 61 townhomes on Cox Road and Northland’s approved North End at Innsbrook at Nuckols Road and I-295, which includes retail and a hotel.
